SACRAMENTO – Assembly Bill (AB) 2329 by Assemblymember Fong to fix various issues with the sale of Caltrans-owned properties, passed the Assembly Committee on Housing and Community Development unanimously yesterday.
“The struggle with the sale of the State Route (SR) 710 homes has spanned decades,” said Assemblymember Fong, “Constituents have increasingly expressed frustrations with the process, and AB 2329 addresses the concerns. When enacted, this bill will result in greater transparency and expediency with the sale of occupied surplus residential properties along the SR 710 corridor.”
AB 2329 will do the following:
- Set a date in time for determining the fair market value of properties, and adjusting the price to reflect the condition of the property
- Require disclosure of documents related to the property, including appraisals, inspection reports, rental history, environmental reports, and more
- Set a timeline to request the Office of Administrative Law to resolve disputes in the sale price
- Authorize the City of South Pasadena to facilitate a sale if needed
“AB 2329 will ensure that Caltrans tenants in South Pasadena have a clear pathway to buy their homes and remain in our community during this ongoing housing crisis. The City is grateful to Assemblymember Fong for standing up for tenants who have faced confusing regulations and long delays,” said South Pasadena Mayor Sheila Rossi.
Page Phillips, a tenant in South Pasadena, states, “This bill is exactly what we have prayed for. It allows us, Fair Market Value tenants, to have hope that we can achieve the dream of home ownership. We are beyond grateful to the Committee members and Assemblymember Fong for hearing our voices.”
AB 2329 will be heard in the Assembly Appropriations Committee within the next couple of weeks.
