SACRAMENTO, CA – Assemblymember Mike Fong (D-Alhambra) announced that Governor Gavin Newsom has signed AB 2329, legislation aimed at helping residents living in Caltrans-owned properties along the former State Route 710 corridor remain in their homes and providing a more transparent pathway to homeownership.

AB 2329 was developed in close partnership with the City of South Pasadena after residents voiced concerns when navigating an arduous and uncertain process to purchase the homes they have lived in and cared for, in some cases for decades.

For generations, the unresolved SR 710 extension left residents living in state-owned homes facing uncertainty over their housing. Many tenants encountered delays, changing property values, deteriorating property conditions, and challenges obtaining the information necessary to complete a purchase.

“AB 2329 is about keeping longtime residents in the homes and community they have helped build,” said Assemblymember Mike Fong. “When we heard from tenants, it was clear we needed a process that was fair, transparent, and provided a pathway to homeownership. I am grateful to Mayor Sheila Rossi, the City of South Pasadena, and the residents who shared their experiences and helped us get this legislation across the finish line.”

AB 2329 updates the process for selling surplus residential properties along the former SR 710 corridor, including establishing a fair market value condition-adjusted price that accounts for the condition of the property. The law also requires relevant property documents to be made available during the sales process and creates a deferred payment loan program for any tenant who faces a gap in financing. The measure is intended to address longstanding barriers that have delayed purchases and created uncertainty for residents seeking to remain in their homes.

“For too long, an unnecessarily difficult and prolonged process has left families uncertain about whether they would be able to remain in their homes. This legislation started with our residents and their determination to stay in the homes where they have built their lives, raised their families, and created decades of memories,” said South Pasadena Mayor Sheila Rossi. “Thanks to Assemblymember Mike Fong, we are taking an important step toward preventing displacement and giving these families a fair opportunity to finally call these homes their own.”

AB 2329 takes effect immediately as an urgency statute.
